Lousy Heat Pump

Trane Heat pump (13 SEER)installed with new freon (410) that is supposed to be double the efficiency of my old York (7 SEER) that uses more electricity in hot weather than the old York. Unit has been verified as sized and working properly. The unit runs constantly in hot weather as the temp in the house climbs because the unit fails to satisfy the thermostat.
