Loud commercials

Do they have to turn the commercials up on the TV? I find this very annoying sometimes I have to come in from another room to turn the volume down. I hate it worse when I am sitting right there and have to turn it down for the commercials and then have to turn up for the program I am watching. This happens all the time when I am watching TV. It's very aggravating.
