Lack of care

My daughter was married to a nurse who cared for her disability. (Spina Bifida & Hydrocephalus) After 2 years of marriage he left. I approached Cornwall County Council requesting she move nearer to me as her health was deteriorating. Cornwall refused her saying that she was adequately housed in Devon. Her GP, Social Worker and MP all wrote to support her move from Devon to Cornwall on Health Grounds. Cornwall still refused. My daughter approached Lancashire County Council and they made her a 'high priority'. But too late - my daughter died. I want to know what I should do to stop this from happening to others. Please advice?
