insurance company denying at fault

my complaint is that my son got into an accident because the other person ran the stop sign and got a ticket for running the stop sign but when the insurance company talked to the person at fault she denied running the stop sign when she spoke to her insurance company they will not pay for the damages on the car so did she lie to the police whick means she gave a false statement or did she lie to the insurance company which means the damages on the car don't get paid for.
