IHOP prejudice

IHOP refused to serve my 11-year-old daughter an item from the Kid's Menu because she looked like she was over 12. Feeling quite embarrassed about her appearance, my daughter felt too ashamed to order anything else. IHOP's '12 and under' rule should be removed; how can you tell if a child is under 12 or not?
