I don't know how to tell him that I don't like him

I met a guy for New Year's 2013 for the first time. He really liked me but I didn't like him. He was cool online but in person he told me he didn't get his high school diploma until age 30 and that his parents gave him a house but he turned it down because he didn't know how to take care of a house. He only makes $14. an hour delivering flowers. Anyway, he went really nutty over me. He wanted to make out with me New Year's Eve but I refused. I tried to tell him the next day, "I'm not sure of my feelings for you, you can date other women." Then I went back to my work which is 1800 KM away and wrote a kind message to him over Skype, telling him that I just didn't have any feelings for him. I blocked him from my Skype and removed him my Facebook but I made the mistake of not blocking him from my FB. He didn't get the Skype message I sent him. He didn't understand why he couldn't contact me over Skype or Facebook and started creeping my dating profile again. He tried phoning me over but my Mr. Number blocked him. I make ever effort not to talk to him on my Skype and FB. He is going to be so angry when he sees that any reply I send to him is because I'm "just trying to be nice." He's still talking about our future plans together but he hasn't even asked me how I feel about him. What should I do at this point?
