Hurricane Shutters

My frustration level is at critical mass. I made my downpayment (a few thousand dollars) to obtain both hurricane shutters and hurricane impact replacement windows. The company makes appointments to install the shutters, giving a specific time range and doesn't show up or call. When I called I'm told to wait around. I asked why they make appointments and don't just say between 7AM and .... without an answer other than 'we don't call'.
