Hotels.Com is a rip-off

I made a hotel reservation through Hotels.Com for a room in Panama City, Panama and they booked me into two hotels on the same night. I e-mailed them several times and asked them to cancel one of the two reservations they made for me. I never got a proper response or confirmation of cancellation after numerous requests. They just told me to go to book another reservation. I couldn't reach the hotel directly to confirm the cancellation. When I got my VISA bill it included $121 for a night in a hotel I never stayed in. I contacted my VISA provider and disputed the charge. I was tolld they couldn't do anything becuase the mistake was made by Hotels.Com and the hotel kept the room available for me. In the meantime, someone (presumably affiliated with Hotels.Com) got ahold of my credit card number and started making on-line purchases with my credit card. I don't know where to go for help. I have to pay for the services I never got. I cancelled my VISA card and don't plan to renew it. Any advice as to how I can recoup my $121 would be appreciated.
