homeowners association non responsiveness

my paid homeowners assn refuses to fix the ground grading outside my basement window.... my basement gets lots of water in it due to this outdoor problem. i went to home depost and bought 200+ plus lbs of top soil and gravel and pretty much fixed it myself... I deducted $43 from my monthyly dues to the assn. they are taking me to court for that money now! where can I complain about a property management company?
