getting the run around

I am a cellular phone customer,I bought a new cell phone that was an advertised special $399.99 plus tax,paid it with my credit card to a telesales rep. who then sent it to me via ups.My credit card was charged the agreed price $454.53 tax included then two weeks later I see it charged on my cell bill for $649.99 plus tax.I asked why it was on my bill,they said it was routine,I then asked why i was being charged $649.99 to my surprise they said it was a mistake i should not have gotten the advertised special and have to pay $649.99 for the phone.I explained to the rep. that i paid for my phone directly to a sales rep. with a credit card and where do they get off on charging my cell bill account i did not authorize that charge. Now I am getting the run around and the carge is still on my bill.
