Fraudulant Dog Breeder

I purchased a tiny maltese puppy from Wuanita Spears who own and operates irrisitibletinytreasures.com. I paid $3,300.00 for this dog. She told me she was a purebred and she will mail the registration papers to me, I never received them, she also said she would pay for shipping, I had to pay, she sent it COD. I got the dog on 7/11/06, she died on my on 7/15/06 from a portal caval shunt. I paid $637.00 in vet bills. Irrisistible Tiny treasures, Wuanita Spears will not reimburse me for the price of the dog or the vet bills, she also had false advertisement on her website, she stated that the dog was 3/4lb. at 13 weeks old, I received the dog at 9 weeks old. How do people get away with things like this, I just don't get it. Is there anyone out there that can help me?
