Drivet on exterior of homes

We purchased a home that is seven years old and the windows are already rotting and have to be replaced. The exterior of the wall is drivet. We are being told by different replacement window intallers that numerous homeowners have had this same problem because the companies who do this type of job in our area are not flashing the windows under the drivet. I am astonished that the state of contractors board does not do something to these contractor who I gather have to receive license to operate, to stop this problem from ripping so many homeowner off.
