Distant Locals

I dont understand how some judge in Florida can tell me that I know longer am able to recieve Distant Locals on Dishnetwork (ABC, CBS, NBC and FOX). In a lot of casses local broadcasters will approve waivers so you can recieve these channels. Then a judge comes along and justrips them up (so to speak) and rules that Channels must be taken off by 12/01/2006. Are we on a controll high?
