Discrimination qualifing for Health Insurance.

Highmark Pittsburgh-Health Insurance Med-D Perscription Insurance they have enrolled & disenrolled Me twice. Made Me apply again. They use excuses such as You have passed the enrollment period. You signed up for 2 programs. On & On. I'm disabled with Psyche Med requirements. I feel that is why they are denying Me. But isn't it a federal & state program? Highmark is non-profit and has a guarantee by the goverment not to lose money.
