Delayed Refund

Option One Mortgage Company in Irvine CA, a division of H & R Block, is withholding my refund from a paid off mortgage for a minimum of 30 days. In spite of calling customer service and requesting the refund be expedited, they told me that it is their 'policy' to not send the refund for that long a period of time so that everything clears. When they get a wire transfer or bank check, there should be no question that the money is clear and they should send a customer their refund immediately in my opinion.
