deceitful Broker ETRADE

This is the second time this year Etrade closed my brokerage account with about $3,000 to $4,000 worth of securities in it. The first time I could not trade or have access to my money, it took a month for them to fix it and open it again. Now about a month after it is finally open again, it is unaccessable to me. It is closed again with the securities in it. It is a joint account but only i handle it and they affirm me the money is still there but the account is closed to me until they send it to a department to look it over etc. Went through this frustration (several agrivating calls and emails) just a short time ago and now again. What are my rights. I just want my money back at this point but they threaten to charge steep charges on each security to close it out themselves. How can they get away with this time and time again. Please help me?
