crazy neigbor day care center

My crazy neighbor who last year was throwing rocks and firecrackers at my grandsons riding their bikes in the field across the road got a home day care license!!!! A few years ago she took the neighbor boys puppy and would not give it back!!! She stands on her back deck and yells at my children when they are out in the driveway playing basketball!!! How in the world did this crazy looney neighbor get a child care license?
