cover charge not for food

Taste of Cleveland... there's a charge for general admission, but after a little investigating, you still have to pay for food. how stupid is that? i mean it's Taste of Cleveland, all about displaying local restaurants and stuff, if the money you pay at the door doesn't cover food, what is it for?
