Courtesy Charges

I want to know what can be done, if anything, about all the companies who are charging for payments by phone. Many companies are charging a courtesy fee more than the monthly interest on the balance of the bill. One company, 'Best Buy' sells their paper to a 'bank' who will charge you $15.00 for a phone payment and will not let you pay on your account at the store. I want to know what is more costly, have a person open and evenlope, post a payment, or do it electronicaly by phone. I think this is just another way the comsumers of America are being ripped off. Please, someone tell me where I can register an official complaint.
