Combi boiler installation

A combi boiler was installed due to break down of old system Advice was not given that new taps would be required tho'out the house and that the shower would not work. The installation was by Scottish Gas and they even left without connecting the shower. The installation was done in a house with an elderly couple one of who is disable. The water also runs hot then cold then hot again. What should they do. Mixer taps have been put in the kitchen. A new shower has to be bought and probably mixer taps for 2 bathrooms and a bath are needed --- all to cost approx £800. The bill to Scottish Gas is £2500 which they have not paid yet. Who should they complain to as the correct advice was not given at the time
