Child Support Division

My son lived with the mother and his child for 2 months. Shortly after they began to have problems and they separated. Since then he took parenting classes and voluntarily signed up to make child support payments. A few weeks later he went to make the child support payments after recieving a letter stating the amount of the payment and was told it would be a donation payment only, because the account had not been set up yet. At this point he requested his payment to be returned. Several weeks have passed and now he recieved a notice to have waged garnished from his check at work. He wants to be a father to his son and the parternity test came back a positive match. We have no monies for legal assistance and would appreciate any legal comentsa you may have. My question: Why should his wages be garnished when he voluntarily aggreed to make payments to the Child Support Division.
