child abused at child care

my 3 year old son was abused at childcare.my 8 year old daughter and my 5 year old son witness the teacher yank him up by his arm forcefully and hold his head down on the mat forcefully.my child has a sprained arm due to this incident.i have documentation from a peditrician.no one has done anything about this matter. i want to start an on line petition to pass a law to get cameras put in all childcares.i need all the help i can get.
