Cell phone scam?

Why did Cingular send me a cell phone that I did not order...did not authorize...did not sign any contract for? The letter said,.. even though you did not give us your credit card #, we are sending this phone to you anyway...and then proceeded to bill me!!! I didn't give them my credit card # because I never ordered it in the first place! Now, they are calling and sending harassing letters (I sent their phone back with a letter saying that I was reporting them to the BBB. Can't Cingular get business any other way?
