car mat hostage

i recenty bought a 2006 tibouron and had a good experience doing so,i thought.ive been in a tug of war with the dealer ship,i can proove they come with the car and also have a letter from the saleman stating the same thing. the problem is the manager wont sent them to me until i send them a questionaire ,a good one and then he will release the mats,to me that blackmail i called customer service and theres nothing they can do for me.what now ? any suggestions ?
