Business with no insurance

I was really bad hurt by a business that had no insurance and found out that in the state of florida you dont need insurance. Now I'm stuck with bills and pain and because of the businesses neglect I'm told theres nothing I can do. How can this happen and how long is this gone to go on, letting businesses get away with this.This is unfair because what if I was killed or someone else will get killed cause the business is still open.
