BOGUS Employment Agency Postings (NYC)

Is there some agency that offers guidelines for bogus job postings by Employment Agencies on the internet (Hotjobs, Monster, Careerbuilder, etc.). I live in NYC and have had numerous experiences with agencies who post jobs online, ask you to apply, then when you are called into the agency, they NEVER have the particular job that is posted. It is rampant. It seems that these agencies put a 'glamorous' job description online to attract applicants, then just give them the 'run around'. I am currently working, and for me to run all over NYC to these agencies because they call me in, leading me to believe that I am being called in for the job that was posted, only to find out that you either 'Need to speak Japanese' or 'The job has been filled already' (even though it was posted that day). I've seen jobs that were posted 4, 6 and 9 months ago! Same EXACT postings...because when I apply for a spot, I print the description up. It is a complete waste of MY time to RUN AROUND NYC to seek out BOGUS jobs, just because they agency wants to 'get you in' just in case a job opens up...and they can get their commission if they place you. I have worked long tenures at Fortune 500 companies. My skills are expert level. My appearance and demeanor is very professional, and I have excellent references from previous employers. So, I don't go around applying for positions that I am not qualified for. Isn't there any agency that sets up guidelines to prevent these employment agencies from posting BOGUS ads online just to bring applicants in? Anyone? Please advise. Thanks!
