Bad carpet cleaning

We called Roi Carpet Cleaning Inc. in Philadelphia to come clean out rugs before we ended our lease agreement on our house. The man came and started to clean the rugs when he called me over and said the carpets needed a special cleaning material because they we very soiled. The cost would be 526.00 plus tax for this service. He told me this was the only way to get all the dirt and stains out of the carper. I told him ok if it would take everything out of the carpet. He asked me how i was going to pay, i told him i was going to pay by check. He hesitated and said he would give me a discount if i payed him in cash. I told him no, i was paying with a check. It all seemed fishy to me, but it was only 2 days before my lease ran out and i needed these carpets cleaned. When he was finished cleaning the rugs, i pointed to some stains that were still in the rug, he told me when the floor dried it would look 95% better then it did now, so i said ok. I went back the next day to check the rugs, and all the stains were still in the carpet. So his work was useless. I payed 566 dollars for 2 rooms and they looked like they did before he even started cleaning. I called him Manager as soon as i saw the rugs, and he told me there was nothing he could do about it. This company should be stopped before the take peoples money for doing a bad service. Any help would be greatly appreciated.
