Bad and or no service

My Alltel service SUCKS. I have called and visited all of the proper individuals time and time again with NO positive results. I can receive some of my calls, but never consistantly. Most of my callers hear a clicking noise and then the call goes directly to my voice mail. However my phone never even rings.
