Apt. water sharing problems

I live in a 1 bedroom apt. We have 1 large boiler that supplies water to 2 buildings. that is about 48 Apts. Here is the kicker. when u sighn a lease here they don't tell u ur shareing with all these apts. when we moved in to our shock & suprise while showering we would be freezein or being boiled by the water. This is difficult to try to get washed.
