Apartment Ripoff

When I signed my lease with Kenridge Apartments in Decatur, Ga. I was told that the alarm system in the apartment was working and I would be assigned an alarm code. A month later I still did not have a code or a working alarm. I have been there for four months and my apartment was broken into on 7/31/06. Had the alarm been work this may have prevented the break in. Also, my unit is in the corner next to another complex. There is supposed to be a fence or barrier that prevents people from walking through. Kenridge has failed to keep this fence fixed. When I asked to be transferred to another apartment because this was unsafe, not only are they going to charge me more rent, in addition they are going to charge me a $200 transfer fee. In which they claim they cannot waive. Basically, I am being penalized for their negligence in keeping the property safe and they refuse to even let me out of the contract without paying a penalty fee of $569.00. This is ridiculous and they should not be allowed to put a financial burden on a tenant and basically force the tenant to stay in an unsafe unit until their lease is up.
